He was an Imperial Russian statesman and the brother of Count Pyotr Andreyevich Shuvalov.After completing his studies in the Page Corps, Paul served with distinction in the Crimean War. His military career was fairly successful and peaked with the high rank of full General. During the Russo-Turkish War, 1877-1878 he was in charge of the staff of the imperial guards and of the Petersburg Military District. From 1885 to 1894, he was the Ambassador at Berlin, bringing an end to a toll war between Russia and the German Empire in 1894, as well as concluding the Reinsurance Treaty with Otto von Bismarck. For the following two years he served as Governor-general of Warsaw. Shuvalov retired from office in 1896 and spent the rest of his life in Yalta.

He was a Finnish-Swedish general of the Russian Second Manchurian Army during the Russo-Japanese War. In 1877 he became commander of the 2nd Infantry Battalion of the elite Imperial Russian Life-Guards. He saw combat again during the Russo-Turkish War of 1877–1878, where he was awarded the Order of St. Vladimir (3rd degree with Swords), Order of St. Stanislaus (1st degree), and Order of St George (3rd degree) in 1877, and promotion to major general on 22 February 1878.

He was a Russian diplomat, the natural son of Count Fyodor Grigoryevich Orlov. Born in Moscow, he took part in the Napoleonic Wars from 1805 to the capture of Paris in 1814. For his services as commander of the cavalry regiment of the Horse Life Guards during the rebellion of 1825 he was granted the title of count, and in the Turkish War of 1828–1829 he rose to the rank of lieutenant-general.

In 1860 Totleben was appointed assistant to Grand Duke Nicholas, and he subsequently became head of the department of engineers with the full rank of general. He received no command when another war against the Ottoman Empire began in 1877.Only after the early Russian reverses before Plevna was he called to the front. He saw that it would be necessary to draw engineering works around Osman Pasha and cut him off from communication with the other Turkish commanders. In due time, Plevna fell. Totleben then undertook the siege of the Bulgarian fortresses. After the conclusion of the preliminaries of peace, he was placed in command of the whole Russian army.
